Mr. B M U D Basnayake assumed duties as the Secretary
to the Ministry of Defence in January 2015.
A career officer of the Sri Lanka Administrative
Service (SLAS-) he has previously served as the Secretary to the
Ministry of Environment and Renewable Energy (2012-2015), Ministry of
Resettlement (2011) and the Ministry of Transport (2010-2011).
In a public service career spanning 33 years, Mr
Basnayake has held senior positions in the Ministries of Advanced
Technology & National Enterprise Development, Tourism, and Public
Management Reforms, and has worked as the Acting Director General of the
Sri Lanka Export Development Board among others. He has been a Senior
Consultant of the Sri Lanka Institute of Development Administration (SLIDA)
and has also served as a Deputy Director in the Treasury for 15 years.
Mr. Basnayake has represented Sri Lanka at numerous
national and international meetings, seminars and conferences, and has
also chaired some of the meetings on behalf of the Government. In
addition he has served inter alia as Chairman of the Ramayana Trail
Executive Committee, Member of the Sri Lanka Sustainable Development
Project/ World Bank, Trustee, Board of Trustees Wild Life Trust, Member
of the Coast Conservation Advisory Council, Member of the Sri Lanka
Convention Bureau, Member of the Sri Lanka Tourism Promotion Bureau,
Member of the Sri Lanka Tourism Development Authority, Member of the
National Labour Advisory Council, Board of Directors of the National
Development Trust Fund, Member of the Committee on Implementation of
Decent Work Policy & Plan of Action for Sri Lanka, Member of the Task
Force on setting up of the National Enterprise Development Authority,
Member of the Council of the Sri Lanka Standard Institution, and as a
Member of the Competitiveness Council for the Export Sector of the
Export Development Board.
Mr. Basnayake holds a Master of Development
Administration, from the Australian National University, (ANU),
Canberra, Australia, a Master of Science (M.Sc.) in Agriculture
Economics, from the University of Peradeniya, Sri Lanka, and a Bachelor
of Arts (Hons.) degree in Geography, from the University of Kelaniya,
Sri Lanka. In addition he has followed a Human Resource and Personnel
Management Programme in the University of Pittsburgh (USA), a
Microeconomics Management and Policies programme at the International
Monetary Fund (IMF) in the United States and a Diploma in SMEs
Management & Development Programme in Galillee College in Israel.
Having joined the SLAS in January 1982 his first
appointment was as Assistant Government Agent (Akkaraipattu Division)
District of Ampara, in the Eastern Province of Sri Lanka.
Mr Basnayake and his wife Biso Menike reside in
Colombo with their two daughters Upekkha and Sansala.
