Deputy Minister of Defence Inspects NDRSC Warehouse as the High Level Committee for Foreign Relief Aid (supplies) Coordination (HL-FRAC) Begins Work
December 12, 2025The Deputy Minister of Defence, Major General Aruna Jayasekara (Retd), paid an inspection visit to the Orugodawatta Warehouse Complex operated by the National Disaster Relief Services Centre (NDRSC) today (12 December) to review the ongoing storage and distribution of relief aid.
During the visit, the Deputy Minister reviewed the logistics arrangements, observed the dispatch of essential relief supplies to disaster-affected areas, inspected the facility, and issued instructions to further streamline logistics operations. He emphasized that all stocks should be checked, counted, and sealed both at the airport or port of arrival and again at the storage facility to minimize mishandling and ensure accuracy.
He also directed the Police to monitor vehicle movements to ensure smooth and secure handling of relief items at the warehouse. Additionally, a team consisting of the tri-forces officials will be appointed to oversee the logistics process at the storage facility. Officials were instructed to ensure adequate living and sanitation facilities for the personnel working there.
These visits took place as the newly formed High Level Committee for Foreign Relief Aid (supplies) Coordination (HL-FRAC) commenced its work. Formed on 8 December, the Committee held its inaugural meeting and follow-on meeting subsequently.
The Committee, chaired by the Deputy Minister of Defence and supported by a Secretariat at the NDRSC, is responsible for coordinating and distributing all foreign humanitarian relief assistance following the recent disaster. It oversees the entire relief supply chain, from receiving and verifying consignments to warehousing, allocation, dispatch, and last mile delivery.
The Committee also operates the Foreign Aid Tracking System for real time monitoring of all supplies, requiring regular updates from ministries and local authorities. It is empowered to request information, summon officials, and issue directives.
