Ministry of Defence gears up to adapt Results-Based Management
for Improved Efficiency

In a progressive move towards enhancing public sector performance, a special session on institutionalizing Results Based Management (RBM) was held last week at the Ministry of Defence (MOD). The session was chaired by Deputy Minister of Defence, Major General Aruna Jayasekara (Retd). The initiative aligns with the government's broader reform agenda to promote accountability, transparency, and efficiency across all state entities.
Defence Secretary Air Vice Marshal Sampath Thuyacontha (Retd) was also present at the occasion.
This reform initiative is being implemented under a concept of HE the President Anura Kumara Dissanayake, who has called for the removal of systemic barriers and the transformation of government institutions into results oriented and people focused entities.
The Deputy Minister emphasized that the RBM model will be introduced across ministries, with the Ministry of Defence scheduled to begin implementation in the near future. He stressed the importance of enhancing discipline, service quality, and public satisfaction, noting that citizens closely observe the Ministry’s output due to its pivotal role in national security and stability.
Deputy Minister Jayasekara stated that the implementation of RBM will not only improve operational efficiency but also enhance discipline, coordination, and strategic planning within the defence sector. He noted that the public holds high expectations from this Ministry, making it essential to lead by example in adopting performance-driven governance models.
He also highlighted the need to identify and eliminate bottlenecks that hinder institutional performance. This is crucial for streamlining processes, improving coordination, and ensuring timely service delivery across all departments within the Ministry.
The Secretary to Ministry of Defence, Air Vice Marshal Sampath Thuyacontha (Retd), addressing the gathering, emphasized the urgency of strengthening inter-agency coordination. He pointed out that improved efficiency within the Ministry of Defence would set a benchmark for the broader public sector.
The high-level meeting was attended by the Tri-Forces Commanders, Additional Secretaries, Department heads and senior military and administrative authorities.
